Articles of Association
As STCP is a legal entity governed by private law, incorporated as a public limited company with exclusively public capital and of intermunicipal nature, it is governed by the Legal Framework for Local Business Activity (RJAEL), approved by Decree-Law No. 151/2019 of 11 October, as amended by Decree-Law No. 175/2019 of 27 December, by these Articles of Association and, subsidiarily, by the Legal Framework of the State Business Sector, without prejudice to the mandatory provisions established therein, and by the Commercial Companies Code, insofar as applicable to public limited companies, as rectified by Declaration No. 101/94. Decree-Law No. 379/98 of 27 November supplements and clarifies the articles of association with regard to the lines operated by STCP using trolleybuses or electric vehicles, as well as the date of its conversion into a public limited company. It is also governed by the provisions of the Commercial Companies Code.

Enforcement Entity
STCP, E.I.M., S.A. is an inspection and enforcement entity with authority recognized by the National Road Safety Authority (Autoridade Nacional de Segurança Rodoviária), having been assigned the enforcement entity code 131200400.
The competence to monitor compliance with the provisions of the Highway Code (Código da Estrada) and related complementary legislation results from the delegation of powers granted by the Municipality of Porto, in accordance with the provisions of the Articles of Association of STCP, E.I.M., S.A., and as established in subparagraph (c) of paragraph 3 of Article 5 of Decree-Law No. 44/2005 of 23 February (Highway Code), as well as subparagraph (e) of paragraph 1 of Article 5 of the Articles of Association of STCP, E.I.M., S.A.
The STCP, E.I.M., S.A. team is recognized as an authority or its agent by the National Road Safety Authority, under the Enforcement Entity Code 131200400. Enforcement officers are empowered to issue infraction notices in situations of irregular parking on roads under the management of the Municipality of Porto, pursuant to the delegation of powers issued by the Porto City Council, approved at the meeting of 18 March 2024.
